Celtic may believe they were refused another significant penalty at Ibrox following an early clash involving Liam Scales.

The controversial moment occurred in the 11th minute, with Rangers already leading 1–0.

As a corner was swung into the area, Scales darted toward the near-post zone where the delivery was evidently dropping. However, Rangers’ No.42, Chukwuani, placed both arms around the Celtic defender and hauled him to the turf.

Importantly, the challenge stopped Scales from making any attempt to meet the cross. The key point is that he was denied the opportunity to reach it. Yet neither the match official nor VAR chose to step in.

The episode felt strikingly similar to last weekend against Hibernian, when Scales was likewise turned down for a penalty after having his jersey tugged inside the box, with the subsequent reasoning suggesting he had not been restrained for a sufficient period. That same interpretation appears to have been used once more here.

Celtic would later trail 2–0 by the 26th minute, increasing the significance of the non-decision. Although Martin O’Neill’s team mounted a determined and surprising second-half fightback to rescue a draw, fresh scrutiny is likely over the consistency of officiating calls.

If shirt-tugging and wrestling that plainly prevent a player from challenging for the ball fail to qualify as a penalty, Celtic — and others — are justified in questioning what does.
